Grant to a USA nonprofit or faith-based organization to operate an emergency hotline that serves victims of violence. Required registrations may take several weeks to complete. Funding is intended for the operation of a hotline that assists in the intervention, prevention, and resource assistance efforts of family violence, domestic violence, and dating violence service providers. Priority is given to applicants with experience in operating a hotline that provides assistance to adult and youth victims of family violence, domestic violence, or dating violence.

The Hotline provides assistance in the following areas:

  1. Crisis intervention and counseling by helping the caller identify problems and possible solutions, including making plans for safety in an emergency;
  2. Education and information about resources on domestic violence and dating violence, children exposed to domestic violence, sexual assault, batterer intervention programs, working through the criminal and civil justice systems; and
  3. Nationwide referrals to domestic violence shelters and programs, social service agencies, programs addressing the needs of children exposed to domestic violence, legal assistance agencies, economic self-sufficiency programs, and other related services. 

The entity chosen as the hotline grant recipient must be able to:

  1. Operate a 24-hour, national, toll-free telephone hotline to provide information and assistance to adult and youth victims of family violence, domestic violence, or dating violence, family and household members of such victims, and persons affected by the victimization;
  2. Provide assistance and referrals for youth victims of domestic violence and for victims of dating violence who are minors, which may be carried out through a national teen dating violence hotline;
  3. Provide digital services including chatting and texting as needed to fill the needs of certain users;
  4. Commit to diversity and ensure the provision of services to underserved populations, including ethnic, racial, and non-English speaking minorities, in addition to older individuals and individuals with disabilities including those with hearing impairments;
  5. Provide services that include crisis intervention, safety planning, counseling, information and referral (including direct connection to service providers);
  6. Hire and maintain a diverse, skilled and knowledgeable staff 
  7. Demonstrate a record of high quality service to victims of family violence, domestic violence, or dating violence, including a demonstration of support from advocacy groups and State Domestic Violence Coalitions.

The 2020 appropriation amount is $12 million and requires $1.8 million to be set-aside to fund the StrongHearts Native Helpline.

Additional Eligibility Criteria:

A nonprofit private organization that can demonstrate the following may apply:
- Has recognized expertise in the area of family violence, domestic violence, or dating violence, and has a record of high-quality service to victims of family violence, domestic violence, or dating violence, including a demonstration of support from advocacy groups and state domestic violence coalitions;
- Demonstrate the capacity and the expertise to maintain a domestic violence hotline and a comprehensive database of service providers;
- Demonstrate the ability to provide information and referrals for callers; directly connect callers to service providers; and employ crisis interventions meeting the standards of family violence, domestic violence, and dating violence providers;
- Demonstrate that the applicant has a commitment to diversity and to the provision of services to underserved populations, including to ethnic, racial, and non-English speaking minorities; older individuals; and individuals with disabilities;
- Demonstrate that the applicant complies with FVPSA statutory requirements with respect to nondisclosure of confidential and private information collected during the course of the eproject, whether from staff or project participants and/or project beneficiaries; and
- Contain such other information as the Secretary may require.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this FOA.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.

Pre-Application Information:

Applications must be submitted electronically through Grants.gov by July 12, 2020, 11:59 PM ET.

The deadline for receipt of paper applications is 4:30 p.m., ET, on the due date.

Applicants are strongly encouraged to notify ACF of their intention to submit an application under this announcement. The deadline for Letters of Intent is June 27, 2020. The LOI is optional.

Applicants must register with Grants.gov prior to applying. The registration process can take up to four weeks to complete. Therefore, registration should be done in sufficient time to ensure it does not impact your ability to meet required application submission deadlines.

Applicants must have a valid DUNS number.

ACF is temporarily relaxing the requirement for active SAM registration at the time of application submission in efforts to expeditiously issue funding. Current registrants in SAM with active registrations expiring before May 16, 2020, will be afforded a one-time extension of 60 days. Applicants not currently registered in SAM are strongly encouraged to register at least 11 days prior to the due date for the funding opportunity. If there is an insufficient amount of time to complete the SAM registration process before the funding opportunity due date, applicants must contact the Grants.gov helpdesk
