Grants to USA organizations to increase youth volunteerism. Funding is intended for collaborative community coalitions at the local, county, and state level. Coalitions are expected to engage in three coordinated days of service, as well as engaging in other activities to increase the youth volunteer rate in their community or state.

Each collaborative will set a shared goal of increasing the youth volunteer rate by:

  1. Asking youth to serve and connecting them to organizations with service programs and to specific volunteer opportunities through caring adults or peer leaders
  2. Providing training to adults about how to effectively engage youth as volunteers and to youth develop the leadership skills to organize their own service projects that create opportunities for themselves and their peers;
  3. Creating a plan to identify and address barriers to youth volunteering in the community, including transportation, legal/liability, access, issues; and
  4. Developing marketing and outreach to reach youth who are disengaged.

Each collaborative will develop a year-long timeline for their activities, including 9/11 Day of Service (September 11, 2020), MLK Day of Service (January 18, 2021), and Global Youth Service Day (April 2021). Collaboratives will be required to engage a minimum of 250 youth and community leaders in kick-off and capacity-building activities on 9/11 Day of Service 2020.

Number of Grants:

YSA expects to award 5 grants to statewide Zones and 5 grants to local or regional zones (city, metro area, county, school district, etc.).

Estimated Size of Grant:

Each zone will receive a grant of $15,000 ($5,000 to each of the three collaborative leaders).

Additional Eligibility Criteria:

Applicants may work locally (city, county, school district), regionally, or statewide, and must be based in the United States. The geographic area of each proposed Zone should include at least 100,000 residents.

At a city/county level:
- School district / LEA
- Youth development collaborative (e.g., Ready by 21 Initiative, America’s Promise Community of Promise/Grad Nation initiative, Community Schools, etc.)
- Citywide afterschool or mentoring program
- Volunteer center or United Way
- Mayor’s office/Chief Service Officer
- Local higher education consortium

At the state level:
- State education agency
- State afterschool network
- State mentoring network
- High school activity league
- Statewide nonprofit association
- State service commission
- State Campus Compact

Other types of tax-exempt organizations can serve as collaborative leaders, but the types above are preferred.

Pre-Application Information:

One representative of each of the three collaborative leaders will also be required to participate in a training (tentatively scheduled for June 8-10 in Washington, DC). Travel expenses (flight, lodging, meals) will be covered by YSA.

Tentative Timeline:
- Grant application opens - January 23, 2020
- Grant application closes - March 27, 2020
- YSA reviews and selects grantees - Early April 2020
- YSA announces grantees - April 17-19, 2020 (Global Youth Service Day)
- Onboarding for grantees - May 2020
- Youth Service Institute training - June 2020 (tentatively June 8-10) in Washington, DC
- Community site visits by YSA staff for coalition kick-off and planning meetings and trainings - Late June – August 2020
- 9/11 Day of Service - September 11, 2020
- 9/11 Day impact reporting and storytelling - By September 30, 2020
- Subgrantee activities continue through MLK Day of Service - January 2021 and Global Youth Service Day - April 2021
- Renewal process - February - March 2021 (can be renewed twice)
